PARIS MOU to Launch Concentrated Inspection Campaign on MLC,2006
The Maritime Labour Convention, 2006 (MLC,2006) entered into force on 20 August 2013. It I almost 3 years now and the Paris Memorandum of Understanding (MoU) on Port State Control has announced in a press release that it was time to focus on MLC,2006 during a Concentrated Inspection Campaign (CIC).
This CIC will be for three months starting from 1 September 2016 to 30 November 2016 and its aim is to verify that the minimum standards for working and living conditions have been implemented on board. The PSC officers (PSCOs) will check on the ship's procedures and measures using a CIC-MLC, 2006 questionaire to ensure that they are in compliance with MLC,2006.
Any deficiencies found will find the ship facing a series of actions ranging from PSCOs recording a deficiency and instructing the master to rectify it within a certain period of time, to detaining the ship until serious deficiencies have been rectified. For detention cases, the ship will appear in the Paris MoU website's monthly detention list.
Members are to be guided accordingly.
